HISTORY AND DEVELOPMENT
The Department of Scientific Management and International Cooperation was established under Decision No. 41/QD-CDKTCN dated February 19, 2025, by the Principal of Vinh Phuc College of Technology and Engineering on the basis of merging the Department of Science, Technology and External Affairs (Vinh Phuc College of Economics and Engineering) and the Department of Scientific Research and International Cooperation (Vinh Phuc Vocational College) under Decision No. 1974/QD-BLDTBXH dated November 29, 2024, by the Minister of Labor, Invalids and Social Affairs on the merger of Vinh Phuc Vocational College into Vinh Phuc College of Economics and Engineering and renaming it to Vinh Phuc College of Technology and Engineering;
Over the past years, the Department has advised the Principal in organizing and implementing science, technology, and international cooperation activities; managed the implementation of provincial and college-level scientific topics and projects, provincial and national self-made training equipment competitions, and experienced initiatives; organized scientific conferences and seminars; organized the compilation, revision, printing, and publication of training textbooks, journals, and scientific information; and developed domestic and international cooperation types in training, scientific research, consulting, and technology transfer.
FUNCTIONS AND DUTIES
* Functions:
Advise and assist the Principal in managing and organizing the implementation of scientific research and international cooperation tasks in accordance with the law, and advise and assist in the administration, information management, and communication activities of the college.
* Duties:
Build plans, monitor, inspect, evaluate, and report periodically on the scientific research, technology improvement and application, and international cooperation activities of the college.
Manage and monitor the implementation of scientific research topics, experienced initiatives, technology transfer contracts, and documents introducing new technologies from production facilities in order to connect with production reality;
Organize the appraisal of scientific research topics and textbooks of individuals and units within the college;
Organize the implementation of conferences, seminars, and information and promotion work for science and technology activities.
Build plans to receive and work with domestic and international delegations coming to work with the College in the fields of science - technology and international cooperation;
Exploit and receive domestic and international investment projects;
Report, review, and summarize activities on science and international cooperation, and serve as the standing body of the Scientific Council;
Build plans and preside over cooperation with Departments, Faculties, and Divisions to organize the compilation and revision of textbooks and teaching materials.
Organize the management and training of preparatory Vietnamese for foreigners.
Administer and manage information and communication activities of the college:
+ Administer the college's information to units and individuals within the college, directly manage information content on the college's website; advise and control the content of separate websites of departments and faculties to ensure consistency of the college's information; manage the college's accounts on social networks.
+ Preside over the formulation and management of communication materials and publications. Coordinate with units within the college to implement "enrollment marketing" activities.
+ Build plans and implement communication activities for the College's events. Coordinate with units within the college to support communication activities at the units' events.
+ Create and administer databases of pupils, students, alumni, and trainees of the college to serve as a bridge between current and graduated students and trainees.
Manage and serve officials, public employees, civil servants, pupils, and students reading books, newspapers, and researching at the library.
Perform other extraordinary duties assigned by the Principal.

Certificates of Merit from Vinh Phuc Provincial People's Committee for the 2014-2015 and 2015-2016 academic years; Excellent Labor Collective of Vinh Phuc Provincial People's Committee for the academic years 2010-2011, 2011-2012, 2013-2014, 2015-2016 and many noble rewards for individuals through different periods.
